Montgomery County Fire and Rescue said first responders arrived at a home on Old Georgetown Road near Rockville Pike in Rockville at 8:24 p.m. They found a 9-month-old girl who was not breathing.

They began life-saving measures and took the baby to a hospital, where she was pronounced dead.

Officials say an autopsy will determine the infant’s cause of death.

Ocean City police officers arrested Stas Urbanski-Hughes, 18, of Frankford, Delaware, and Brandon Storm Allen Messick, 18, of Ocean City, Maryland, on four counts of first-degree assault, four counts of second-degree assault, four counts of reckless endangerment and openly wearing and carrying a dangerous weapon.

Officers responded to the “10-blk” of 130th Street for a report of an assault at approximately 12:35 a.m., where they found four stabbing victims in front of “Station 4 Fire Headquarters,” according to a .

Ocean City EMS personnel said they treated the victims on site before three of the victims were flown to area hospitals by the Maryland State Police.

The fourth person was not transported. All four are said to have non-life-threatening injuries.

“Students must maintain a 6-foot distance from others while playing, just due to that increased exhalation,” said Alexandria City Public Schools health specialist Kristin Donley, at a school board meeting Thursday night.

“We cannot have 3 feet, and it must be at least a minimum of 6 feet,” she added.

Donley said students can still play recess games like soccer, basketball and football, while keeping their distance. Teachers and staff will be provided a list of COVID-safe recess activities.

She said a daily sanitation plan is in place for school playgrounds and people “outside of ACPS are prohibited from using the playgrounds during school hours.”

Students are being discouraged from bringing recess items from home as well.

Donley said school principals will be providing parents specific details via school newsletters in the coming week, if they have not done so already.

Centers for Disease Control and Prevention guidelines state that coronavirus spreads more easily indoors, and less likely to be exposed to COVID-19 when outside.

The school board voted early this month to allow students to sit 3 feet away from each other in classrooms.

Superintendent Gregory Hutchings sent a message to families earlier this week that students will remain 6 feet apart, despite the CDC’s advice to reduce the space to 3 feet.

Hutchings’ decision was made without input from the Alexandria City School Board.

In Thursday night’s school board meeting, School Board Vice Chair Veronica Nolan said she learned about the decision by reading about it.

“We have to be overly transparent with this information and make sure they are public conversations and discussions,” Nolan said.

School board member Ramee Gentry said there was a real disconnect and breakdown in communication. 鈥淚n my five years on the school board, this is probably the most frustrated I have ever been,鈥 she added.

Parents expressed disappointment with maintaining the 6 feet distance as well.

Erika Melman, parent of a second grade student, said when she read the announcement, she was furious because of how much her child has struggled with virtual learning.

Melman said the right move is to reduce the distance to 3 feet for more space to accommodate students back in the classroom.

Hutchings did not directly address the controversy, but he did speak shortly before the school board voted to repeal his decision.

“We are committed to bringing back as many students as we can, 3 feet is going to allow us to do that,” he said.

The school system will adopt 3 feet inside classrooms this academic year.

The school board also voted on new names for Maury Elementary and T.C. Williams High School.

More than 4,000 slots were supposed to open at 9 a.m. for anyone 18 and older with qualifying medical conditions but many residents ran into roadblocks when they tried to register.

Others said they weren’t being allowed to register because they are under 65, even though they have preexisting conditions.

D.C. Mayor Muriel Bowser blamed the volume of traffic to the website.

D.C. Health apologized on Twitter.

One reader, under 65 in a priority ZIP code, told 91欧美激情 that the situation was “absurd.”

“I saw a tweet about high traffic volume but nothing about them bungling the eligibility (requirements). 鈥 Idiots,” they said.

The reader said they hit a wall when they tried to refresh the site, “but the main website still lets you click through to the questionnaire as if there are appointments.”

Another reader who is also under 65 in a priority ZIP code said they were able to book an appointment through D.C.’s call center at 855-363-0333 鈥 but was given the wrong address and had to find the correct location through Google Maps.

District resident Mike Gipstein, who also lives in a priority ZIP code, was not so lucky. Unable to get anywhere through the web portal, he tried calling.

“I was also able to get through on the phone and was denied an appointment,” Gipstein said. “I am under 65 but have qualifying underlying conditions. The scheduler on the phone stated she can’t give people appointments to people under 65.”

“I talked with her about the confusion regarding ambiguous emails I received and she stated that other people were also confused from the wording of the email and guidance.”

Shortly after 10 a.m., the D.C. Health Department tweeted that all online appointments had been booked.

“We know this morning was very frustrating for many people. We are working with Microsoft to understand why heavy traffic caused some eligible individuals to not get through,” the agency tweeted.

Cielo Contreras, who said she was on D.C.’s list of newly eligible residents, told 91欧美激情’s Megan Cloherty that she was excited to be able to register because she’s pregnant, and her doctor had warned her about the dangers of COVID-19 for pregnant women, but couldn’t through the website.

She said she started refreshing the website a little before 9 a.m.

“And then the thing popped up to fill out the questionnaire. And I did a lot of refreshing, it kept crashing,” she said. “So I would click on something, it would say, this is not available, I’d have to refresh or go back. So it took 鈥 a lot of steps just to fill out the form.”

Contreras called the experience frustrating because D.C. “didn’t flip the switch or do whatever on the back end of the website that allowed people in this new category to actually register.”

“Is it this hard?” she said, adding, “I think that there needs to be a better way to let people know, ‘OK, you didn’t get it this time.'”

The D.C. Council tweeted its apologies to residents and said there was “no excuse for the vaccine appointment system not allowing those under age 65 with preexisting medical conditions to sign up for appointments.”

Ward 7 D.C. Council member Vincent Gray slammed the botched registration on Twitter, calling it “unacceptable.”

“I am abundantly concerned about how this impacted everyone trying to sign-up for a vaccination appointment,” he wrote. “I spoke with Dr. (LaQuandra) Nesbitt, and she too, expressed her concern for the issues residents experienced this morning.”

Ward 6 D.C. Council member Charles Allen’s office said they “will amplify all updates this afternoon ahead of tomorrow’s citywide release.”

On its , D.C. Health said it “will make approximately 4,350 additional appointments available” for eligible residents at 9 a.m. Friday.

According to the site, the priority zip codes are focused in Wards 5, 7 and 8 and include the ZIP codes: 20422, 20011, 20017, 20018, 20002, 20001, 20019, 20020, 20032, 20593.

“Hopefully DC will fix by Friday morning the website restriction on those with preexisting medical conditions. Maybe DC should limit Friday to DC RESIDENTS ONLY since today was so messed up,” another reader wrote in an email to 91欧美激情.

D.C. Fire and EMS were dispatched to a three-story apartment building at 4957 G Street SE at 5:12 p.m. Tuesday with people reported trapped inside.

Firefighters located the fire’s origin in a second-floor apartment. Eyewitness video posted to Twitter showed residents attempting to escape through windows, dropping their children two stories into the arms of people in the parking lot.

Multiple rescues were made with ladders as firefighters worked to extinguish flames on the second and third floors. A second alarm was called to bring in additional resources.

Three people were taken to the hospital. One firefighter had injuries described as not life-threatening. One person had聽 serious injuries and another had minor injuries.

Thirty residents were displaced and are receiving assistance from the D.C. Office of Community Relations and Services and the regional Red Cross.

The cause of the fire remains under investigation.
